The Fed’s don’t really have any jurisdiction over whether States pass Helmet or Seat belt laws.
However, they do attempt to extort and/or bribe States into complying from time to time. In ’91 the first President Bush signed the Intermodal Surface Transportation Efficiency Act for Federal funding of our nations highways. It included the following clause:
Use of Safety Belts and Motorcycle Helmets - The Act permits
the Secretary to provide grants to States that enact
motorcycle helmet and safety belt use laws. To carry out this
program an authorization of $17 million is provided in the
first year.
Thereafter, the program will be funded by set-asides from
Section 402 funds totalling $48 million. States that do not
enact these laws by FY 1994 will have penalties applied to
their STP, NHS, and Congestion Mitigation and Air Quality
funds. The penalty amounts must be transferred and used for
the State's 402 Safety program. [/align]What in the worlddoes wearing a helmet have to do with Congestion Mitigation and Air Quality? And whose money are they using to do it, yours and mine!
I wear a helmet butI despise big brother(and the insurance lobby) resorting to this kind of (tactic) to take away not just our individual rights but also our States rights!

I always wear a helmet, an old Buco half shell with googles perched on it. I think it makes me look like a

I read somewhere a govt. statistic that said up to -25,000- people a yearwho are killed in car wrecks.
Lives would have been saved if they had worn a protective helmet of some kind. Once I wrote a piece
about helmet laws to the local paper. They printed it in the editorial section and I sure wish I'd saved it.
Besides mentioning the statistic above I also stated the fact that one of the reasons helmets for cars will
never be a law is this: "Do you really think some state legislature's wife is going to let him pass a law where she would have to wear a helmet while driving/riding in a car. Especially after all the money she
spends on having her hair fixed up not to mention makeup!" Kind'a silly, but think about it................

I'm staying away from the helmet, no helmet debate. However, if the NTSB is really interested in reducing motorcycle fatalities, then they should recommend states require cage drivers to pass a motorcycle awareness test prior to recieving their driver's license and update their knowledge each time they renew.

I have yet to see any credible statistics from either side of the debate. CDC uses straight fatalities, which is misleading because ridership is increasing. ABATE uses fatalities per registrations, which is better, but still not perfect because it doesn't take into consideration miles ridden, and a registered bike could be ridden 50 miles per year or 10,000 miles per year. Comparing helmet law states to non-helmet law states is inaccurate because a substantial number of riders in non-law states still wear a helmet.
Has anyone seen a study that compares fatalities per miles ridden for both helmets and without helmets? That would be the best info to have.

I do wear one 95% of the time and live in IL where its not required. But it does keep the wife off my ***. It does crank me when I see a little kid on the back of the bike with no helmet on. In fact with the car seat and seat belt laws in IL I really dont understand how they even let a kidon a bike at all. Not saying right or wrong just that the logic is somewhat flawed.

I wear a helmet when I choose to. I wear a helmet when going on a trip to NC, cause they have a stupid law. I will not ride my kids without a helmet until they of age to make an adult decision for themselves. Damit, why doesn't the gov. do something useful like policing our borders for illegal immigration instead of pulling all-nighters to see how they can **** with the ordinary citizen.

I ride with a DOT half or full all the time anyway, so this law wouldn't affect me personally, but I still believe it should be a rider's choice. This is just one more example of US government failing to address the real problem, which is poor driver/rider training, with a band-aid. They don't want real solutions, they just want to look as if they are seeking them. Government fails again.

Thousands of people every year sustain head injuries in automobile accidents despite the fact they were wearing seat belts and their car was equipped with air bags. How about the gov't mandating helmet use for operators of ALL motor vehicles?
Heck thousands more sustain head injuries when they snort coke, or do any of the other illegal drugs out there...
