When you say it vibrates over 60, have you tried different gears? That can narrow down whether its engine, or drivetrain/wheels. Also, could still be the engine mounts, even if they're tight they could be wearing out.
I would strongly suspect the new tires. I have an 03 heritage and there's no vibration like you mention. Just because a tire is new,does'nt mean it's not defective.

I'm curiousto know what you find also.
He said that when he pulls the clutch in doing 60 to 70 mph that its smooth as silk.
Now how will new tires help? Thats not what the problem is!
I have never had this problem with my 03 Heritage. It has 12k miles on it. Mine is very smooth, seems to find a sweet spot at 75-80 mph (in 5th gear of course!). If I push it above 90 it seems to pick up a slight high frequency type vibe. I don't realy feel it, but the speedo gets fuzzy. I never worried about it, never run over 90mph for any length of time.I have busted 100 a few times.
I am not a Harley expert by no means, but common sense tells me its not tire/suspension related. ("You dump the clutch at 60 and its smooth") It seems to me if it was engine counterbalance, or even engine related you would notice it when ya get to the same r.p.m. range, regardless of road speed. Even in neutral, if you got to the same rpm that you were runnin at 60, you would feel it..My guess is something outta whack in the primary drive, maybe even tranny?
I am very curious...let us know what ya find.... if my ride ever does it, sure would be nice to know!
