Downtown Chicago, just like most other big cities' downtowns have the hardcore "ride-in-the-rain/snow" scooterists. What they refer to as "Harley Guys" is generally called RUBbie around here! Most apartments that they live in won't allow a bike wider than 2 1/2 feet through the gangway to their parking space in the backyard under the porch.
