I use it on the rocker boxes and i've used it on all of the chrome. I haven't seen anything make chrome shine the way it does.
Have a bud, ex-military, who swore by Never-Dull. Had him try Crystal-Glo, and he was amazed by the product. Makes even the chrome look deeper in the shine. I swear by it, and my friends do to, and doesn't leave the white **** on the black surfaces.
Doesn't help with your probem with the residue, sorry. Can't believe the engine-brite didn't work though, I use that stuff and works niceley.
I don't use Never-dull to just "polish" anything. I've used it to take off corrosion or rust, but that's about it...use Mother's Chrome Polish, seems to be less abrasive on the finish.
