Funny thing is they don't charge anything for the oil, they sell the oil at prices set at commodity ex-changes, such as Wall street, where US speculators drive the oil price up, and they can't even process the crude to make it in to fuel.
By the time the oil is pumped in to a tanker, shipped and discharged at a refinery it has been sold and bought several times, and only the last owner (i.e. the refinery) can do something with it.

Get mad at the speculators!
+1 Also It's not their fault they have something the whole world wants.
Not to be a hater either, but after spending 20 years dealing with that culture..it can kiss my ***. Dubai is a fun place to hang out and actually the UAE is very westernized, so much that I think it causes a conflict of interests with their government. Russian and Filipino ****** at most hotels. What would be good for America is to get off our dependence of their oil, because while they are shaking our hands and smiling for the camera they still think of us as 3rd class Christians and I'm sure would throw some dollars at radical organizations funding terrorism...like they already haven't.
Heat can be an issue in the peak of summer with blowouts due to the extreme temps on the road. I can't recall how many Nissan Safaris I saw having blowouts because they didn't adjust their tire pressure.
