The only law or requirement here, according to the CHP officer I spoke to is that they have to be able to securly and firmly be able to put there feet on the passenger pegs safely (No wooden blocks allowed, yes have seen those before also)

Read the initial post. He never said he was looking for a seatbelt to strap the child to the bike. What he is looking for is a strap that connects the child to the operator, with no attachment to the bike whatsoever.
I have two boys, 4 and 6, and both have been on the back of my bike for short trips, usually to drop them off and pick them up from school (going on dad's Harley while everyone other kid is in a minivan!). I keep the speed below 25 and make sure they are holding on to me. If I was to take a longer trip a harness would be ideal since you can't predict what will happen. The child falling asleep on the back would be something that springs to mind and a harness would take care of that.
