That is not true. They are just discontinuing the SE Exhaust products. Nothing else has changed.
Man that is a pretty big deal...that is most of what SE really does with HD. So I would say that is very nerly a split. Who will HD go to? I know there has been an ever increasing relationship to V&H by HD. I wonder if that will be the new exhaust partner.

They aren't going to turn to anyone. They are out of the aftermarket exhaust game. We'll have to turn to V&H and the other manufacturers. SE makes many more items for Harley other than exhaust, like the 95 and 103 kits and all the tuning accessories.
It started before now. I ordered the Slash Down Mufflers from the Screaming Eagle section of the parts catalog for the 2006 Dyna's for my Street Bob. When they came they had a Harley-Davison logo on them instead of the old Screaming Eagle Logo from 2005 and before. And when compared in sound the 2006 mufflers are much weaker, nut mucg lu=ouder than stock.
Personally I think there is a connection between HD giving up on aftermarket exhaust and the sudden surge in anti-exhaust retoric. Tthe "Oliver Stone" in me thinks it is possible HD themselves are stirring the pot so they can redirect that stage 1 money away from companies they do not profit from and back to their other after market HD parts. Remember the SE stuff was never true stage 1 upgrades and EPA regs keep HD from getting into it directly as a manufacturer. Since stage 1 is the biggest post buy upgrade most bikers do HD is losing a lot of potential money there.
Anyway there is my grassy knoll theory for the day.

Screamin' Eagle Is Harley Davidson, they're not selling race only exhaust anymore because of the EPA, that's the only change and that's been coming for awhile. Legally, it has been against the law to make any changes to the intake or exhaust that would increase noise and/or emissions for years. Look at the Federal DBA rating stamp on the stock muffler on any bike, Harley or otherwise. The only difference is the EPA is cracking down on all OEM's to ensure compliance.
So what is Harley going to do about the SE bikes? Are they still going to provide a different than stock exhaust on those or are they going to use the Vanilla OEM?
