Honestly, I don't see why, if you put lights and the necessary additions on a quad, why you shouldn't be able to ride it on the road.
I can ride a three-wheeler on the road, but not a quad. I'd love to ride a quad on the road. Not that beastly Wingabago quad, but a 'normal' quad like I ride on the trails and what not.
I know here in MI, according to my instructor at school, who in addition to being an insturctor in the motorcycle service program, is a MSF instructor, a three-wheeler is still considered a motorcycle, while anything with 4 wheels is considered a car, and must meet car standards, of which a quad of any sort will not. Dumb in my eyes.

Are bikes with Voyager kits considered cars in Michigan? They have 4 wheels.
My guess, no. My guess on the basis as to why, is the fact that it can be taken on and off the bike and isn't something that is on the registration record of the bike like a true trike.
