What's your operating system Vista or XP? If you have Vista, you should have Windows DVD maker on your system. On an XP system, I use Nero.

Agree with MidnightEvil. Nero is a good piece of software that will help customize your dvd to meet your needs.

I would just use Movie Maker, which is included with Windows.
Still photo files work, just like video files with it. You load the photo files in whatever order you want them. Music or voice over can be added to the project, then burn direct to DVD or to the computer.
No added expense of another program.
Here's an example, I have on Youtube.

If when you see a "still photo" being shown on TV say by a so called entertainment news program for instance, they always put the photo in "motion" somewhat...glides if you will across your screen. That little feature holds your attention and makes the subject matter more interesting....by movement. I have made over 50 DVD slideshows with a program I found doing a search a few years ago. I am in no way associated with them except as a fan of the program. It's called "Pro Show Gold." Very easy user interface, great tech phone support (Free) for one year after purchase, as well as upgrades and fixes. You can D/L the program, try it for free, and then make up your mind,,,only your project will have their logo in it. The transitions are countless, and automatic with one click random feature, as well as the music or voice over you want in your project,,,,with a "SYNC" feature..one click,,,make the music and the photos the exact same amount of time. It has titles (Or use your own) chapters can be added for your splash page..and on and on...Photos can be added to your show one at a time or by groups..or all at once....

Anyhow..just passing my experience on....
