Usually preregistration includes some goodie like a t-shirt that you won't be able to get at the rally.
Prereg gives the rally committee some idea of what kind of crowd to plan for. The size of the crowd can impact parade and meal planning as well as the number of trinkets to order.
It also allows the committe to operate with a positive cash flow in some cases.
For the NC rally they offered a T-Shirt and Pin... You pay the same price at the gate as you did for the pre-registration... but the gate you don't get the T-Shirt and Pin...
