Sturgis had hail and severe rain and yes I was one of those that stopped and looked for some kind of shelter. Now there are some precautions when stopped on the side of the road during severe weather, leaving on your flashers or head and tail light, do not stand next to your ride and make sure that you don't become the lightning rod.
Why do you care?
What is it here that has you all militant and escalated?
"Barely off the road" is still off the road.
Stopping alongside the highway in a thunderstorm because you can neither see, be seen, or control a hydroplaning bike, is a perfectly justifiable 'emergency' reason to stop.
There is nothing illegal about stopping for safety reasons.
And that "causing a dangerous situation for the rest"?
Look, if you're in such control of your vehicle during a rainstorm, you should have no issues with staying between the white lines - so the fact that other bikers have stopped under an underpass during a storm - for whatever reason - (don raingear, wipe off faceshields, etc.) should pose no massive challenges for you. Just ride on by...
So why do you give a **** what other bikers do? Why does it matter to the point that you've cranked out two threads on the topic?
Ride however you want. Do whatever you want.
Its the highway...that's the 'freedom' people talk about.
If you're getting so tightly wrapped over people stopping under overpasses in heavy rain, try two options - first, switch to decaf.
Second, ask yourself why it matters to you so bad what other people do?
Speaking personally, it pisses me off when people try to dictate to other people how to worship, how to think, how to be entertained, how to live their lives, or how to ride their bike in the rain. What's 'right' for you may not be 'right' for others.
Take care of your own life. Ride the way you want to. Let others ride the way they want to.
Stop trying to impose your sense of whats "right" on everyone else.

first things first please keep this clean not ment to taunt or bash any riders what so ever but i feel that it is a good debate reguarding people who stop under bridges on the side of the interstates that was shut down by the administrator earlier today titled "idiots in the rain". if allowed i would like to continue so please no trash talking lets have a decent conversation and if the post gets scraped due to others i will just stop posting period.
In Italy we have stopping areas at regular intervals on most highways. They are not protected from rain, sure. Anyway, I believe stopping in heavy rain is safer than going on. I rode on in really bad weather on road with insufficient drainage, and found myself with water reaching over the axles. Visibility was about 20-30 meters.
If one can stop and let it pass, it's better. Obviously, forming a bunch of stopped bikes under an overpass is not smart. Also, better to keep the blinkers on.
I've seen people stopped with lights off at night... Not smart.
Otherwise, if it's only a matter of not getting wet, you stop the time needed to put on rain gear, and ride on.
The human body is not soluble in water. It's exceptionally subject to crash damage, though...
