I have some straps similar to the Stoney straps but I didn't pay $20 for them. I bought them at some biker event for $10 and they do work, very heavy duty elastic but they are a little more "blingy" that what I like.
You know I was thinking about it, and you don't even have to do what I said. At the walgreens by me, they sell velcro tie wraps for tying wires together. It's pretty cheap, you get a whole bunch, so you can use a couple for your legs and have a bunch left over for other things. Just a thought.
Let me save you some money. Get a length of duct tape slightly longer than the circumference of your leg. Fold it in half lengthwise so that there is no sticky side anymore. No attach a piece of loop velcro on one end and a piece of hook velcro on the the other. Now wrap it around your pants and the velcro will hold it in place.

I made something like that for a buddy of mine who was complaining about this before a big weekend ride. Went in my garage, took a couple alligator clips and a short length of heavy guage speaker wire, then soldered it all together.
I don't have a problem. My forwards put my legs in just the right position so my jeans stick to my shins and don't blow up to my knees, but his did for some reason. He was sick of his bar shins being in the breeze, but it all looks silly to me I wouldn't wear them.
