commuting to work, on all but the very coldest days, a neck gaiter pulled up to my nose ( or over it) works fine.
If its really cold, I use a balaclava with a half helmet or just use a neck gaiter with my 3/4.
For long touring rides on cold days its always the 3/4.
That's pretty much my cold weather head/neck gear except it's a FF helmet all the time and a tight weave stocking cap plus the other things. That neck gaiter is the best $3 I spent at Hell-Mart, it keeps me warmer than the over the head balaclava by itself.
