If its just the rear lights, check the wires that run on the inside of the rear fender. They are exposed to the elements there. My '96 Electraglide did that too. Had to drop the rear tire to repair it.

That's exactly what happened to me when I took a buddy's Ultra to Vegas...he had a lowering kit installed and every now and then with those lovely bumps you find on the I5 in California the bike would bottom out and the tire torn the crap out of the wiring.
