That's pretty much the case everywhere you drive other than the US - lanes are just suggestions. If there are 3 lanes, you'll probably have 5 lanes of traffic.

I've never seen anyone doing this, but I've been on week-long moto trips in both Vietnam and Laos and traffic is insane. I never thought I'd make it out of Hanoi, but by the seventh day I was driving like a local, which included splitting lanes against traffic...Laos was much calmer, though still chaotic. The offroading in Laos was much tougher than Vietnam, though.
