Rounder, it was optional in 2001. Became mandatory in 05 I believe.
edit: I stand slightly corrected. It was option on 2001+ softails. The dyna didn't become optionally FI until later on. My bud who bought his 04 WG brand new told me he had the option of FI at that time but chose carbed.
Further research has shown that it was optional on the Dyna in 2002+.

Wasn't mandatory in 05, you could still get carbs as they still list it in service and parts manual for 05, they were few and far between though from what I remember. No carbs from 06 on, except Sporties.
