It did at first but the highway safety institute, after testing it for the 37th time, decided it wouldn't comply. So I was going to send it back for modification or a refund but I was afraid I wouldn't get it back so I kept it.

I don't mess with no cup holders. Fortunately for me, the Ultra had a radio in the dash. I ripped that out and it is just enough space to stash a flask of Captain Morgan and a couple cigars. Looks like the Road King doesn't have that option though. When I am on the Dyna, I just have to stick the flask in my belt next to the berretta. Just gotta be careful which one I pull out and shove in my mouth.
