Mine is painted. I don't know who did the work - I bought it used - but the artist was talented.
I've seen both done on cars and bikes - some good, some bad.

I've only got the factory paint on mine, but here is something to consider:
My buddy got a rock chip in his gas tank, and he had one of the special Harley paint jobs. Point is that he could have the paint repaired, but had he used the decals he would have needed to have the entire gas tank redone (according to the dealer he was working with). But actually, having the paint job repaired was a large enough PITA as it was - had a hard time matching the paint exactly.
