Get some Easy-Off spray-on oven cleaner. That should do it, without harming the chrome.

Try some diluted simple green....5 parts water, 1 part cleaner in a spray bottle. Let it stand on the stuff....spray some more on, then wipe with a CLEAN microfiber towel.
My jeans after a while will leave marks on my pipes, when I get the bike home after a long ride I will use some Easy Off and the stuff comes right off.

Who really gives a **** when you are not bright enough to know microfiber is made from plastic and plastic melts!
