"fortunately I and him both have no problem working on anyones harley with confidence. We've been don't this for over 30 years."
Sorry, but if someone can't tell the difference between a wire, and a vacuum hose, I have to question their competence in working on anything mechanical.

It was a loose description he gave me over the phone, give it a break.
I would have to say buy a manual and follow it On page 4-16 of the 2003 Dyna manual they tell you how to vaccum test the valve. This is the same procedure you use if you wish to drain the tank thru the valve, except you keep constant vaccum on it. No spilled gas no mess. Beats the hell outta pulling the crossover and getting fuel all over the place. Had to do it to run wires for aux lights on the lowrider. the call for25 in Hg vaccum on it fyi.

You were given some good information. Pull a vacuum on the hose the diaphragm should open the valve as long as it is in the run or reserve position. If it doesn't open then the diaphragm or the hose has a problem. Someone else said avoid sucking on the line which is a good idea--gas in lungs or mouth sucks. I usually recommend buying the HD repair manual for the bike you want to work on because sometimes we forget all the steps.
I wonder if you can use the old style valve without the vacuum valve. I always turn mine off anyway. To many years on an old Sportster. I guess they don't give much problem, but it is just another thing to go bad. If you get a leak in the diaphram, or the hose from the carb, you also loose the vacuum to the VOES. Of course, it's not going to run without gas anyway.
