I had a Wide Glide before my current Fat Bob. As others have mentioned get the Fat Bob and switch out the fender. Putting a 16 inch on the front end of a wide glide may also produce suspension problems. The reason I went from a Wide Glide to the Fat Bob was mainly because I too did not like the 21 inch front wheel. Handling is much better on the FB.
For pure riding purposes....Fat Bob. The WG has the better look. It is one of the top 3 HD for looks.....really good looking machine.
WG is not a good handling bike...and not very comfortable....from the front tire to the frame....just not a riders bike.
As far as changing the front tire...don't bother....you are defeating the point of the WG looks and set up.

This is where everyone is different.
I completely agree the Fat Bob is the best handling bike in the lineup (twisties etc) but the WG is by far the most comfortable stock bike for me to get on and ride. It's not a fat bob but i didn't think the WG handled bad at all. Maybe when you ride a softail all the time every day any dyna handles good
Like others have said, buy the bike that "feels" the best. Its a lot easier and cheaper to change the way a big looks than to change how a bike handles. I have about 600 bucks in the WG fender swap. The fender itself was 190. Paint was 250. Inner brackets and strut covers and tail light brought the total up to around 6. You could probably get it done for cheaper if you bought used. Ive ridden a bunch of different HDs and the Fat Bob is hands down the best handling one Ive ridden. Not just in the twisties either. At speeds of 100+ it feels more stable to me. Im sure that has to do with the smaller, fatter front tire and less rake compared to the WG. Ive only ridden one WG but the front felt twitchy to me and it had a wobble around 90mph. So like I said before, buy the bike that feels best to you.
