It's her back rubbing on the backrest. The pressure and friction causes an allergic type reaction. Histamines in the body cause the itch. As oldairboater stated antihistamines can help a lot. My allergist told me the best antihistamine for itching is reactine. It works for me.

This happens to me when I'm riding in just a t-shirt, but is easy alleviated by wearing a jacket or vest.

My second wife complained about everything when we rode. I figured she'd be happier if I got her a nice comfy seat, so I got her this one. She could sit in it for a couple weeks while I took a ride. It worked out fine until she found out I had found my future wife #3, who could ride all day on her own bike, or on the back of one of mine, and never complain.
