I see plenty of guys running around with open exhaust. I haven't heard of anyone being ticketed for it under normal circumstances. I have the Vance and Hines Big Shot Staggered on my softail. No problems. Come on out. Lots of great scenic riding all over Virginia.

I have ridden my Big Dog with Hooker Troublemakers through police checkpoints without being stopped. I have never had an issues with the sound levels from the exhausts on any of my V-twin motorcycles.
