I find it hilarious. Duck walk their scoot to a stop, and then again, walk it back up to speed. I wonder.....being as how people are creatures of habit...how could they apply ANY rear brake in a panic situation, when both feet are on the ground?

every once and awhile I will duck walk in stop and go traffic. You know like coming up to a 4 way stop or pulling out of a parking lot with a huge line after the ballgame.

I will drag my feet every once and awhile if I stopped in some oily spot. Not very often though.

How fast are these folks going while dragging their feet?
Are the folks you're talking about actually foot-dragging up to cruising speed?

I've been guilty of having my feet off the pegs when I really shouldn't (Hey, I look like an inexperienced rider because I am one), but not at a speed where panic braking would be an issue - just sort of a light step or two when taking off. Sometimes when stopping, but less often, and then I can stop with only the front brake easily. Even taking off into a turn, it'd be easy enough to straighten the bike and stop with the front brake at such a slow speed.

I do find myself duck-walking (the MSF course called it power-walking & treated it like a good thing) at lights because I tend to stop short & then have to walk the bike forward to where I want to take off from. Another bad habit I'm trying to get over.

You asked,.. why drag feet as they take off from a stoplight? Just normally shouldn't! The reciprocating weight as a big bike takes off always seems to be a total stabilizer to me. Left foot (usually) is usually planted barely forward of vertical while sitting there, then just leave it there and roll right off the toe as the bike goes forward the first foot or so. Bike tracks straight as an arrow.

If you rode a motorcycle in the 60s it was cool to wear cowboy or engineer boots with cleats on the heels and at night if you dragged your feet you could send up a shower of sparks behind you. Yea I know pretty stupid thing to do, but I was 16 with no sense at all.......................BG

yeah, you keep doing that at speed and you'll meet mister pavement so fast you won't know what happened. With road surfaces full of cracks and uneven surfaces, it doesn't take much to snag your boot and hopefully the most that will happen is you will go down on your ear. Worse things like loose control and go into the next lane of oncoming traffic or off the road into a guard rail or over a cliff. You're messing with a serious dynamic there.
