No Brainer
I have been knocked off the bike twice, both times it was not my fault. Both times the other drivers were cited by the police. Both times my full face took the impact. Don't leave home without it.

A helmet is mandatory in all European Union countries, and only idiots and Italians wear anything other than an FF helmet in British weather.
In places where it's not compulsory and you don't wear one, I think it would be polite to at least carry a sponge in your saddlebags so the Paramedics have something to tidy up your brain with.
Also, quite apart from their value in an accident a helmet helps to protect your head from any debris that might come flying at you from other vehicles.
I remember when I learned to ride. The Instructor spoke about having the right kit and suggested that we run alongside a brick wall, dragging our elbows along it. Examine your elbow and then think about what that might look like after doing it at 40 mph.
All the gear, all the time...
