My brother recently lost a long battle with the big C, and he left me his motorcycle. 1999 Softail Custom with only 16,000 miles. The bike has been sitting in his garage, and hasn't even been started in about 3 years.
I'll put a new battery in it, plugs, drain the gas and oil, replace filters,.....any other recommendations? I'm not a wrench beyond this.

don't be surprised if the bike don't start or idle well.
the ethanol in the gas leave horrific green algae in the carb. also, the bike might wet=sump and spew oil all over the place.
If you're not mechanically inclined, you just might be better off bringing it somewhere?

Check the tires and brake pads.
You can put some marvels mystery oil in the cylinders and spin the motor over a few times before trying to start it. The carb probably should be cleaned but you might get by with running some Sea Foam in the first tank of gas.
Also consider flushing the brake lines with new fluid.
Sorry about your brother. I lost my own in April, after a short battle with the "C". Carb, or FI? In the case of a carb, you might have to tear it down and clean it up if small passages in it are gummed up. FI, you could have an issue with injectors. Good advice earlier, to drain gas, change fluids (engine, primary, tranny), squirt some Marvel Mystery Oil in the cylinders and turn it over without the plugs for 20 or 30 seconds, before starting. Put in a new set of plugs. To be really kosher, check the stuff on a 10K service, and do it all (or have it done). If you do all this, and it runs good, then great. If not, think about taking it to a wrench.
Tires are suspect, brake fluid will be toast (should be drained/replaced). Check the pads, as someone else mentioned. Battery is likely shot. (I would not trust it if it's discharged, even if it charges up again).
