Rubber or the harder poly ones ? Rubber has a habit of not compressing even and squeezing out off-sided sometimes or the washers can warp causing a tweak , you can also over tighten those and crush the spacer tube a bit on one side . Instant tweaked bars done it myself with aftermarket stuff .

Done everything right then , some times you just have manhadle them to get it right and on occasion for whatever reason some bikes while everything is square , straight and new will be a hair off . Frustrating man , good luck
