Hey, I know native americans had tassles on their clothing to "wick" the moisture out of them when it rained......maybe, just maybe the tassles keep the bike dry going down the road.... Bwahahahaaha!!

I just assumed. It's usually grandmother types that have all those tassles/studs/conchos on their bikes.
