Got one a couple years ago. Did the surveys for 6 months or so and then stopped. I thought they'd be nice enough to send me a discount certificate or something, but no, nothing.
Been doing them for 3-4 years. My answers must throw them out of whack.
Harley relies on owner input more than other bike makers. In the past they did a lot of research at the rallies. That info is what resulted in the 09 Touring changes.
It does take 10 to 15 minutes to finish most of them.
I've been supporting the Advisory Panel for probably 2 years maybe a bit more. I don't mind doing the surveys and when a text box comes up from time to time, I use it for "constructive criticism".
I figure if I'm gonna beech about then here then I owe it to them to let them know as well!

Got the same email yesterday too, but heck, the only reason why I did it was because I had hoped some type of gift card would be waiting for me at the end...at least after several months or years of helping out. I think I just did my last survey yesterday. Lol
