I think you need to ask yourself what are you able / willing to do as far as roadside repairs. For there, you can work backwards on the tools needed. I think the one tool that is required is some means of flat repair.

I have a small compressor and tire sealant I will carry in saddle bags on long trips. For day to day riding, I carry the following kit in my side tool box. I added a spark plug, electrical tape and zip ties.

Lid organizers for the bags hold all the tools you need, plus bulbs, twist ties, bailing wire, duct tape and chewing gum for the important repairs.

1) 4 in 1 screwdriver
2) 8" crescent wrench
3) small LED flashlight
4) tire plug kit
5) air compressor
6) 8" vice grips
7) handful of torx bits
8) ratchet
9) wire ties
10) leatherman

Personally, I use my throw-over saddle bags to carry my tools and I carry a lot of tools on long runs.

All the tools in the WindZone toolkit that I replaced with Craftsmanship tools, a tire repair kit, a portable 12v air pump, needle nosed pliers, eyeglass repair kit, head lamp, small LED flashlight and zip ties.

Im with the other riders, if your not a member join HOG in the event you need to be towed. If you do it will pay for itself for many years to come. The trip planner on the HD website is awesome, we have used it quite a few times. Also what the other guy said only take tools for things you could do. I just carry the allens and star to tighten up things, but loctite works really really well. Most of the time everything is always tight anyway. Have a great trip wish I had time to take a month and head out

Only thing I carry is a Leatherman and a Stop-and-Go tire repair kit with several Co2 canisters for inflation.

Cell phone and credit card. Tools would just get me in trouble. Besides, if it's a really long ride, I don't have room for tools anyway.
