I live near you so probably much the same roads. I get 39-41 in my "around town" riding which is not traffic stop and go. If going on a trip such as PCB and cruising around 60+- I am in the upper 40's. On the interstate 75+- around 40. That's with the FLHTK 103 stage 1 only. Fatboy doesn't take trips and around 40 on it. 103 also.

I tried to estimate the total weight on that trip and I estimated it at about 135 lbs including the weight of the saddlebags and all the gear. There was a fork toolkit too.
On my recent trip out west, I thought I was going crazy when the mileage ranged from 37-48 mpg. The 48 mpg was when I was in the higher elevations. Also at those elevations, my bike had a significant drop in power.
I get 50 to 55 mpg on my three 1200cc bikes. I get a flat 50 mpg on my three TC96's. The 103 is good for 52 mpg and the 110 does 50. The 110 is the only one that surprised me. The VRod is 40 to 44 mpg.
My use conditions are different than most. I life 2 to three blocks from open roads. So, in a sense I have no city riding experience to calculate mpg. The state and local roads are 55 mph speed limits with aggressive enforcement by the hugely overstaffed Sheriff's department. So I ride 55 in 6th gear except for the five speeds.
All the bikes are set up the same. Stage I breather, stock mufflers and a fuel programmer at 12.8 :1 AFR. This yields a cooler running engine and with 87 octane burns more fully and produces more power which takes less throttle to maintain speed.
The bikes range from a 07 up to a 13. They were also all given 12 heat cycles prior to putting into service. The break in period was extended to 3,000 mile with a gradual increase in rpm usage. All will go 5K without using any detectable oil. They all run strong without any pinging.
HD through 2010 listed the EPA highway ratings at 54 mpg for the TC 96. Now they only report the average rating at 42 mpg for the 103.
My 09 Heritage which is stock, except for pipes gets over 50 mpg strictly highway 55-70 mph speeds. 35 -42 around town depending on how much I want to hear those pipes talk.
