Another thought, seriously. I suspect you might be putting too much faith in the driving skills of people that you know nothing about. Develop the theory that they're all out to get you and maybe (just maybe) you won't have as many close calls.

It should be legal to shoot people operating a vehicle on a cell phone. Their weapon is a couple tons, and the bullet a few ounces - just power assisted.
