OP sounds like he's brand new to eBay. Texting a seller? Use the messaging system that eBay has setup for buyers to contact sellers. If the item has not shipped within a week or so, then file a claim.
If you only bought the parts a few days ago, it is a little early to be getting into a dispute. At a minimum you should wait 2 weeks or more. I don't believe Ebay or Paypal will even act on something this soon in the process

I don't even like to order much of anything, much rather see the item before I buy. I know I am prob missing a lot of good deals, but it hard to teach old dogs new tricks.
NO more texting, you will not be able to use the texts as proof if you have to file
a claim. ONLY use the Ebay messaging system, then it's all on record.
I don't care how much it costs him to ship. Thats his problem. Start a dispute as soon as you can. Although you were asking to be scammed when you made a deal outside e-bay, so maybe you are getting what you asked for.

It says in my first post I won both auctions.... I didn't make a deal out side eBay. Thanks everyone else for the advise. Isent him the one message through eeBay last night and this afternoon I got an email from eBay saying he provided a tracking number. Now it just shows its for the seat not the programmer I'm sure both would be in one box. I will give it a few days and see what happens. The way business was conducted on his part was garbage. If I leave him negative feed back he will then most likely leave me negative just because he is mad. I don't want negative feedback on my eBay name. And he hasn't left me any feedback yet.

Exactly. I just got 2 dozen golf ***** off ebay & the seller shipped 1 dozen. I used the message system which also leaves a record of all communication. It automatically opened a case & the seller responded that it was his mistake & got the other ***** in the mail the same day. Use the system, it works. As for the naysayers that think all is bad with ebay, they don't have a clue.
Also since he is trying to wiggle some more $$$ from you for shipping, you need to open a dispute immediately.

Here's his answer: "so sorry ....my mistake....i will be shipping out the other dozen of ***** today. Mar" 2nd missing box sent via USPS PRIORITY mail today. Take Care. Mar "package is on the way....please keep me posted....estimating you should see in mail by Friday...Saturday at the latest. Take care."
Case closed when the ***** arrive & positive feedback will be given. **** happens.

Sellers can't leave negative feedback anymore. And if you get what you won in good shape at a great price you may want to leave a neutral feedback or none at all and move on.
