You are correct for the most part, police will not investigate property damage only collisions on private property. Some jurisdictions in Ca won't respond to non-injury collisions on streets either. If you want a California cop to come to your crash, make sure you tell the dispatcher there are injuries.
Hopefully the insurance company charges the dude for insurance fraud.

Call your insurance company on the phone immediately. That should be the very first thing you do. People are usually more honest at the accident scene. After they get home and have time to think is when they usually start making up stories as how it wasn't really their fault. i've got a program on my iphone called cam scanner. would work great for taking a scan of the drivers license and insurance card. i don't have one, but i'm going to look now, but there are a lot of 'accident' type apps available also. wouldn't hurt to have one of those on the phone. and like already said, take tons of pictures, from all angles
