Here in L.A. some asshats think the light will change and they will be odd man out before they can make their left. So they decide to head to the front of the line much as the OP described.
Doesn't happen all the time, but enough to make me aware of it. I actually know the intersections along the normal routes where I ride where this most happens. I avoid them.
People are selfish out there. Me first mentality just pisses me off.

Thanks for all the great replies.....I think there is no "right" answer on how avoid these kind of scenarios.... other than constant awareness and to assume every car is going to do something stupid, because every case has a different set of circumstances.
