As to the question of why ethanol blends burn hotter - it's because the alcohol actually makes the mixture leaner. That percentage of the fuel is not gasoline, and the alcohol has more oxygen in it than gasoline does. The leaner mixture burns hotter.
Ethanol blends are even referred to as 'oxygenated fuels'.
The Dept. of Agriculture should not be setting energy policy in this country. I'm all for lessening our country's dependence upon foreign oil, but it's got to be with some use of common sense. Making corporate agribusinesses happy by creating an unneeded market for them is not something that is in the country's best interest.
Using corn for ethanol production is equally stupid. There are alternatives that deliver better yields per acre, without driving up the cost of feed, which drives up the cost of beef. But hey, the folks that grow corn are happy.
