Sure are a lot of people in this thread who've actually SEEN the retreads blow. Odd. I drove 9 years, logging just under 1.5 million miles, and only saw about 3 blow out. This back in the day when we fools had to run 2 or even a third logbook to make any money, never letting the hubs cool.
I hate the buffeting behind rigs, so to pass, I make sure the driver sees me in his mirrors, zip up and get over in my lane when I get to the cab, to avoid the pressure front that is there. The chances of a blowout hitting you are pretty slim, and it won't matter which side of the lane you're in, so you might as well stay visible until you get up to the cab.
Your bigger danger is HITTING an alligator in the road, or some car hitting it and tossing it at you.
