I'm using these and no you don't need to remove the lowers.

On second thought, maybe I did have to remove the lowers, I don't remember. I'm gonna' go have a look. I'll report back. However removing the lowers is not a big deal. Three nuts/bolts is all it takes.
It looks like you can get them on without removing the lowers.
