In May of this year, I picked up a 2012 Road King for $13,000 U.S. with comparable mileage to your listing. It was in immaculate shape with a few extra goodies as well. You should be able to do much better/newer for $12k.
I went and looked at it. I ended up walking away. The most I was willing to consider before seeing it was $10K. It was absolutely beautiful, but it wasn't "singin' to me."
I didn't want to insult the guy by low balling him, so that was it.

So, this morning I was readin' "From Behind's" story about a Pricey Monday Ride.
Now, I LOVE my Sportster. Absolutely love it.
But not long after reading his story, I'm dinkin' around looking at craigslist. Up pops a really REALLY nice 2005 softail, 13,600 miles, 88 inches, lots of extras, blue & white. I kid you not, just around the corner from my house. I could probably put a golf ball in the guy's front yard with a driver and a seven iron.
He's asking $12K, cash only.
