Start with simple:
93 softail...
Does it do this with the gas cap off? Trying to rule-out the inability of tank to vent (wrong gas cap).
Consider review of gas tank for trash.
Look into gas tank with small powerfull L.E.D flashlight. Slosh fuel by tilt bike left /right while seated on bike.
A very small amount of trash or rust could inhibit fuel flow.
Consider syphoning all fuel into a clean container...filter with a paper coffee filter....any junk?
A digital voltage meter (free with coupon from harbor freight) can be used to review voltage if that is a concern. On a carb bike, if it starts and lights function bright then it would be doubtful that it was a charging problem (stator).
Why did some think it was the VOES ?
From the limited information available, i believe it is fuel starved.

I'll filter the fuel tomorrow evening and check it out thanks and based on other threads we've looked at we thought that might be a problem and the lights are bright and it's keeping my battery charged so I didn't think it was the stator but my buddy thought it might be... The regulator gets really hot when it's running to hot to keep fingers on is that normal?
