Default Help with proper spacer mount placement

Need help determining proper placement of this spacer. I pulled my hardware off that mounts my tour pak ro ro some work. I took good notes and pictures for reference, but missed one thing. In the pics you will see the bolt and a spacer that go on each side of the bar that attaches the tour pak ro my 08 ultra classic. You will also see a spacer with the bolt that is loose and a mounted spacer on the end of the bar. My question is, does the loose spacer go on with the bolt, thus out the outside of bike's frame, or does bolt go through frame, then through spacer, thus the two spacers are together? I've fitted it both ways. But when the loose spacer is against the mounted spacer, it mount the bar really really close to the fender. Does anyone have clue as to the proper placement of this spacer or a schematic that would help me???

I can't find a bracket that even looks like yours. Go online to the company and see if you can download an instruction sheet or exploded view.

That bar looks like item 27 with the spacers on the outside. http://partsfinder.onlinemicrofiche....0FRAME%20RAILS
