How to align saddle bags? Help please

I have a 10 Electra Glide. Just installed the stretched fender fillers and noticed one side is way too close. Is there an easy way to adjust the saddle bags in or out? A half inch out on one side would make me happy but I can't find the simple answer anywhere. I appreciate any help. Thank you

No easy way to move saddlebags in or out. Are you sure the fender is straight and centered to the frame and tire?
