Possibly saddlebag locks? Any clues like year, or maybe whether that paper says anything on the other side?

I have the exact looking key for the fork and saddlebag locks on my ‘20 Heritage Classic.

they are gone, sold them on ebay this morning for $40

now i just need to get rid of my springer
