Default 2007 Dyna Street Bob - starting issue

Hi guys. Total HD noob here 🙄
I've been trying to start this beautiful bike for over 6 months now. I bought it at the police auction with no keys or fob. It's a beautiful 2007 Dyba street bob. The bike wouldn't start. The key slot looks to be factory blanked out so I'm guessing there never been a key for it.

Luckily I found the previous owner who told me they removed the TSSM all together and he got rid of the fob and instead they installed TSM. And in order to start the bike I'll need to get a TSSM with a siren and fob (as one set all programmed to each other). I did buy a second hand set following the part number given by my local HD dealership 68925-07. I've connected the TSSM to one plug (TSSM has 2 sockets but no other plug fits in the 2nd socket). I can't connect the siren as the plug I have at the bike is slightly different to the siren socket. When I try to start the bike nothing happens. I'm assuming it won't work without the siren connected as it's the siren what talks to the fob, correct me if I'm wrong?
How do I start this bike? Shouldn't there be a cable connecting the siren to the 2nd socket of the TSSM?

Thanks. I thought so too. The speedo has power, lights, horn, indicators are on, but nothing happens when I try to start it. Checked the fuses earlier on - one 15A was blown (Speedo fuse). Other fuses appear to be ok, a bit corroded but not blown.

... does it turn over at all?

You said you bought it at a police auction? How did the previous owners bike end up at a police auction?

I'm guessing it might've been a stolen bike that was recovered. And since they did not have the fobs, they swapped out the TSSM to get it going? But if you were able to contact the original owner and he said he did it, did he say why?

Sorry for all the questions genuinely curious. Hopefully you get it sorted out, keep us updated. Good luck.

No worries at all. You're absolutely right in thinking it was stolen recovered as that was the auction description. Although the previous owner said it's been written off by insurance company after an accident and he was told the bike is going to be scrapped.
I got in touch with the previous owner trying to buy the service history and mostly important the fob of of him but he said the following:

Hi, I can confirm this was my after the accident the insurance company declared the bike a write off and the DVLA was informed the bike was scraped. However the TSSM unit was replaced with a TSM unit and therefore no fob was needed to start the bike so i threw the fob in the bin. It will need a new TSSM unit to get the bike running again, but my suggestion is a total electrical replacement but a carb conversion would be a cheaper alternative. Sorry I can't help any further but hope you get it sorted soon and enjoy the bike as much as I did. Good luck
To which I've replied:

Thanks very much for getting back to me, Mick. So in order to get it started I would need new TSSM module with a fob. I have seen them on eBay US for about Ł300 used from US. Apparently these are just plug and go, aren't they?

And he responded:

The TSSM is year and country specific and would recommend a new one and get it fitted by a dealership as it has to be paired with the ECM

So I took the bike to HD dealership and ask them to try and start it. They were unsuccessful starting and also programming new key fob. They also said I'll need new TSSM module with a fob programmed to it. So I went ahead and bought 2nd hand TSSM, fob and siren. The rest of the story is in my main post.

No, the bike doesn't turn over. The speedo goes on when power is given from 12v.
with TSM plugged in the hazard lights are flushing
With TSSM connected the indicators don't flash

Any suggestions would be highly appreciated 👍
