One way to check is to hold your left arm horizontal across your chest when you get the buffeting. If this stops, or minimize the buffeting, that indicates the wind is coming from below your fairing or windscreen. I did have the fangs on my Sportster with a windshield to reduce the buffeting. It worked for me.

one thing to consider
use a frame mounted one, why?
had a friend that had a fork mount and he lost control when a wind dam from an 18 wheeler passed. he survived largely because it shoved him off the road into the grass but he did spill it.
