Heather, 19,000 is nothing on a well seviced bike, hell, that's new. I do that per year, and keep bikes for years and years. If you don't have service records, have a qualified mechanic have a look at the bike.
The bike looks well maintained. It's not fuel injected...it's carbed. It has python 3 exhaust, cromed to the hilt. If we put anohter 20,000 miles on the bike in the next few years do you think the bike will still retain it's value?
If it's clean and maintained, and you keep the service records to prove it, your HD will provide the best return on your investment over any other type of motorcycle on the market today. But you may fall in love with it, you will want to keep it, and maybe get it a little sister, maybe a Ultra Classic.
Return on Investment?, You're making me think in business terms about my passion in life. Curse You!

No tellin' what the market is gonna do in the next buncha years. When some of the first-time geezers move on to the next "thing" there may be lotsa low mileage bikes for sale, and that'll cause the prices to drop. Or maybe they won't move on and the prices will stay up.
19k on a 5 year old model means 4k/year average. That bike'll rot from lack of use pretty soon. Buy it if it is a decent price, and ride the snot outta it. Forget about whether it'll retain it's value, it was made to be ridden.
Oh yeah, tell 'em to knock off a couple thousand for all the chrome. That stuff is evil!
