Aerosal spray paint....

Harley sells their paint in aerosol cans. Ask the parts guy at the HD store to see the Paint catalog. In the back it lists HD paints by year and shows the colors which are available in touch-up, aerosol, and sprayable packages. The color you want in aerosol will have an HD part no. which you can order. Done it a few times myself.
You can PM Dawg with your model year and paint color for the part number.

Try Color Rite; just google the name and you'll get their web address.
As for HD no loger offering Cobalt Blue in aerosol, have the parts guy use his computer on HDnet and enter the part no. for the aerosol you need--the computer will show if any HD store has that in its inventory record. You may get lucky and find an HD store that has a can. Unfortunately, the computer inventory may show the dealer has it when he doesn't.
