Default Adjusting Handle Bars

Been playing around with finding the perfect position for my Mini apes and think I have finally found the sweet spot. My question is should I know back out on each bolt and lock tight them? And what about a torque wrench or is that just over kill?

I've adjusted mine and didn't use either loctite or a torque wrench!

Lock- tight wouldnt hurt I guess. I was just do the criss-cross tighten technique for sure though. ( top left bolt, bottom right bolt, bottom left bolt, top right bolt.)
