Help my tachometer is stuck on 1000rpm when it isn't running please help me .....tell me what caused this and how to fix it..

 

Is it acurate when it is running? How about with the key on and motor not running? I've seen tachs do the same thing but not on a bike.

 

You fail to mention which bike you have and if the tach is mechanical or electrical. If you have an electric tach this is normal. When the key is shut off the you will see this, if you turn on the key but do not start the needle should go to zero.

If you have the mechanical drive I would suspect that tach is sticking.
