As time goes by I carry fewer and fewer tools as in reality I am not going to be doing any serious wrenching on the side of the road. What works for me is a 4 way screw driver with a couple of extra torx and allen bits. A leatherman. And an HD wrench that is like a bar about 7 inches long and has different size wrench slots cut into it. It takes the place of several wrenches and is really neat. Also small flashlight, zip ties and fuses. Also worth taking is to make a copy of your owners manual page that shows the fuse box layout. This is what I feel comfortable with but everyone is different. It also depends on what bike you have and storage space.
I agree---Cell phone, credit card, and most important -- AAA membership that will give you a tow of at least 150 miles. Failing that a tire repair kit and pump (mine is extremely small and plugs into the cigarette lighter. Try getting a flat tire in the wilds of Montana or Wyoming and no cell reception.
